25. All nominees must be county residents with a majority being freeholders. At least 30% of nominees must consist of qualified real estate, legal, or financial professionals. At least one member must sit on cases involving commercial, industrial, or multi-family residential property. Prospective members must attend the Department of Taxation's basic course of instruction prior to eligibility, and continuing education is required at least once every four years.
